In order to implement the spirit of the Seventh National Environmental Protection Conference and the 2012 National Environmental Protection Work Conference, accelerate my country's air pollution control, and effectively protect the health of the people, our Ministry approved and issued the "Ambient Air Quality Standards" (GB3095-2012) . The phased implementation of this standard is hereby notified as follows:

1. Fully understand the importance of implementing the "Ambient Air Quality Standards"

The implementation of the "Ambient Air Quality Standards" is an objective need to strengthen atmospheric environment management in the new era. With the rapid development of China's economy and society, energy consumption mainly based on coal has increased significantly, the number of motor vehicles has increased sharply, the emissions of nitrogen oxides (NOx) and volatile organic compounds (VOCs) in economically developed areas have increased significantly, and ozone (O3 ) and fine particulate matter (PM2.5) pollution has intensified. While the pollution of respirable particulate matter (PM10) and total suspended particulate matter (TSP) has not been fully solved, PM2.5 and O3 pollution has worsened, haze phenomena occur frequently, and visibility decreases. There is an urgent need to implement the new "Ambient Air Quality Standards", increase pollutant monitoring projects, and tighten some pollutant limits to objectively reflect China's ambient air quality conditions and promote atmospheric air quality. Pollution Prevention.

Implementing the "Ambient Air Quality Standards" is an important part of improving the environmental quality evaluation system. Improving the environmental quality evaluation system, establishing scientific and reasonable environmental evaluation indicators, making the evaluation results consistent with the people's personal feelings, and gradually integrating with international standards are important tasks for exploring new paths for environmental protection. The implementation of the "Ambient Air Quality Standards" is to implement the "Opinions of the State Council on Strengthening Key Works of Environmental Protection", "Guiding Opinions on Promoting Joint Prevention and Control of Air Pollution to Improve Regional Air Quality" and the "Twelfth Five-Year Plan" for Comprehensive Prevention and Control of Heavy Metal Pollution "The work requirements for improving air quality standards and their evaluation systems, strengthening air pollution control, and improving ambient air quality."

Implementing the "Ambient Air Quality Standards" is an inevitable requirement to meet public needs and improve government credibility. The "Ambient Air Quality Index (AQI) Technical Regulations (Trial)" implemented simultaneously with the new standards adds pollutant factors for environmental quality assessment, which can better characterize my country's ambient air quality and reflect the current compound air pollution situation; adjustments The index classification and classification expression method has been improved, and the air quality index release method has been improved, which is conducive to improving the scientific level of ambient air quality assessment work, better providing health guidance to the public, and striving to eliminate the inconsistency between the public's subjective perception and the monitoring and evaluation results. 2. Implement the newly revised "Ambient Air Quality Standards" in phases

Air pollution characteristics, economic development levels and environmental management requirements vary greatly in different regions of my country. Monitoring new indicators requires a series of preparatory work such as instrument and equipment installation, data quality control, and professional training. In order to ensure that all localities have the instruments, personnel, and funds to measure, measure accurately, and explain clearly, and ensure that the newly revised "Ambient Air Quality Standards" are implemented on schedule, the following requirements are hereby put forward:

(1) Time requirements for phased implementation of new standards

In 2012, key regions such as Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta, as well as municipalities and provincial capitals;

In 2013, 113 key environmental protection cities and national environmental protection model cities;

In 2015, all cities at prefecture level and above;

On January 1, 2016, the new standards were implemented nationwide.

(2) The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government are encouraged to implement the new standards before the above-mentioned time requirements based on the actual situation and local environmental protection needs.

(3) Regions with good economic and technological foundations and prominent compound air pollution, such as Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other key regions, must be the first to implement new ambient air quality standards and be the first to make monitoring results relevant to the people. Feel the same and take the lead in striving to integrate with international standards as soon as possible.

3. Vigorously promote air pollution prevention and control and continuously improve ambient air quality

At present, my country's air pollution situation is very severe, which is highlighted by large emissions of air pollutants, high concentrations of atmospheric environmental pollutants, and serious regional air pollution. Implementing ambient air quality standards, conducting monitoring and publishing data is only the first step in solving atmospheric environmental problems. We must vigorously promote air pollution prevention and control and take practical measures to improve air quality. In the near future, the environmental protection department should actively cooperate with relevant departments and focus on the following tasks:

(1) Carry out scientific research and formulate plans to meet standards. On the basis of promptly carrying out monitoring and information release, organize efforts to carry out scientific research related to emission reduction standards as soon as possible, find out the rules, clarify emission inventories and control strategies, and carry out scientific and systematic research on air quality improvement approaches and stage goals as well as corresponding control engineering technologies. , conduct in-depth research, explore the establishment of an atmospheric environmental quality forecasting system in the jurisdiction, gradually form risk information research and judgment and early warning capabilities, and further enhance scientific and technological support for air pollution prevention and control. Key cities for air pollution prevention and control that do not meet ambient air quality standards must formulate compliance plans and submit them to superior authorities for approval and implementation.

(2) Raise the environmental entry threshold. Strictly control the access to new projects, and strictly control the excessive growth and product exports of "two high-voltage and one capital" projects and industries with overcapacity. Strengthen environmental impact assessment of regional industrial development planning, and strictly control the construction of projects to expand production capacity in overcapacity industries such as steel, cement, flat glass, traditional coal chemicals, polysilicon, electrolytic aluminum, and shipbuilding.

(3) Carry out in-depth joint prevention and control of air pollution in key areas. Implement air pollution prevention and control plans in key areas such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Pearl River Delta, intensify industrial adjustment, and accelerate the elimination of backward production capacity. Actively promote clean energy and carry out pilot projects to control total coal consumption. Implement coordinated control of multiple pollutants, formulate and implement more stringent emission limits for air pollutants in key industries such as thermal power, steel, and petrochemicals, and vigorously reduce the total emissions of sulfur dioxide, nitrogen oxides, particulate matter, and volatile organic compounds.

(4) Effectively strengthen the prevention and control of motor vehicle pollution. Economic adjustment measures that combine incentives and constraints will be adopted to accelerate the synchronization of vehicle fuel quality with the implementation of motor vehicle emission standards, and improve the level of vehicle fuel cleanliness. Fully implement the fourth phase of motor vehicle emission standards and encourage key areas to implement the fifth phase of emission standards in advance. Comprehensively implement the management of environmental protection labels for motor vehicles, accelerate the elimination of "yellow label vehicles", and basically eliminate "yellow label vehicles" registered and operated before 2005 by 2015. Strengthen the construction of motor vehicle environmental protection supervision capabilities, strengthen the supervision of environmental protection inspection agencies for in-use vehicles, and comprehensively improve the level of motor vehicle emission control.

(5) Establish and improve an air pollution monitoring reporting and early warning system under extreme adverse meteorological conditions. Environmental protection departments in cities at or above the prefecture level must carry out daily and real-time reporting of ambient air monitoring results in accordance with the "Ambient Air Quality Index (AQI) Technical Regulations (Trial)" to provide health guidance to the public and guide local residents to reasonably arrange travel and life. Based on local actual conditions, study and formulate early warning emergency plans for air pollution prevention and control, build a regional emergency system, promptly activate the emergency mechanism when heavy pollution weather occurs, and implement emergency measures such as limiting production and emissions of key emission sources, stopping earthwork operations at construction sites, and restricting the movement of motor vehicles. , making recommendations on protective measures to the public.

All localities should make relevant preparations for the implementation of the new standards as soon as possible, implement them on schedule, and report the implementation status to our ministry in a timely manner.
